(A qualitative study on procurement practices and behavior)
Part of the AIM-Hills Governance Center work plan is to conduct a survey on government procurement practices and behavior geared towards the following objectives:
1.To diagnose the extent and sources of dysfunction in procurement in government,
2.To quantify the pertinent economic and social costs,
3.To probe into the motivation of individuals and organizations involved in procurement,
4.To assess the awareness, understanding and views regarding the new law and its implementing rules and regulations, and
5.To provide baseline information for monitoring procurement practices in government.
The Focused Group Discussions (FGD) have been envisioned to surface important and relevant issues and concerns at critical points of the survey (design phase, implementation phase and validation phase) and other possible research activities on procurement. Therefore, the FGD is aimed at the following objectives:
1.To assess the feasibility of conducting and achieving the objectives of the survey,
2.To design the appropriate survey instrument,
3.To recommend other research tools and methods that would complement the survey, and
4.To identify the elements for the design, implementation and validation of succeeding researches on procurement in government.
